The stunning ascent of Foster Kamer takes another turn. The former Gawker and Village Voice Runnin' Scared blogger moved to in December but leaves Hearst for the friendly confines of The New York Observer where he'll be senior editor and Wall Street reporter. Elizabeth Spiers isn't wasting any time remaking the salmon paper in her image... Bryan Alexander fills the film writer spot left vacant when Anthony Breznican left USA Today for Entertainment Weekly. Alexander had been the digital managing editor at The Hollywood Reporter... Amanda Barrett takes over as New York City news editor at the Associated Press. She's been with the wire service since 2007...

GQ staffs up, snagging Mark Lotto, previously of The New York Times op-ed page, as senior editor. Lance Lin moves to the magazine as fashion editor. He had been public relations director at Polo Ralph Lauren... Elite Traveler poaches Departures advertising director Madelyn Roberts to be associate publisher... Mark Pedowitz is set to take the top of CW Network. The former ABC executive founded production company Pine Street Entertainment after leaving the network in early 2010. CNBC taps Melissa Lee to host Money in Motion Currency Trading, a new Friday evening show... Jared Max moves to Disney's 1050 ESPN (WEPN)...

The Huffington Post poaches Maura Egan from T: The New York Times Style Magazine. The travel editor will be deputy entertainment and culture editor, serving under John Montorio, and she's the third Times journalist to join Arianna Huffington in recent months. HuffPo also hires Radley Balko, Amanda Millner Fairbanks and Christopher Spurlock... continues to staff up, hiring Cat Marnell as beauty and health editor. She had been at -- you guessed it -- Lucky... signs up Tania Padgett as small business editor... And there are changes at StyleCaster, Logo/MTV Networks and more...
